Situation:

The Department of State’s Overseas Building Operations (OBO) drives architectural/engineering (A/E) design and construction projects for both new construction and modernization initiatives at U.S. diplomatic facilities worldwide. OBO specifically initiated a Rapid Engineering & Construction (REC) pilot program that strives to optimize the U.S. government’s responsiveness during critical situations and allows for acquisition flexibility and accelerated procurement practices for minor efforts. One such REC project was to enhance the secure A/E design of the U.S Embassy at an African capital.

Our Role:

We (Potomac Strategy Partners) as part of a joint venture called Corenic Construction Partners (CCP) collaborated with the design firm Karn Charuhas Chapman & Twohey, P.C. (KCCT) to bid and win the project to upgrade the secure A/E design of the U.S Embassy in the African capital. Subsequently we program managed a cross-organizational team of OBO personnel, project managers, design architects, multi-functional engineers (mechanical, electrical structural and fire protection engineers), and cost estimators to complete the full project lifecycle beginning with a site visit to the secure U.S. government facility in Africa to submitting a full package of A/E design and costs estimates.
